Sounds good to me, altho I'm not clear on how it SAVES billions of dollars.

This sounds like a great bill to me! At my last knowledge, my insurance had a lifetime limit on how long one could stay in a mental health hospital. There was also a limit on number of visits to a mental health professionals in a years time. It was not based on need where the arbitrary line was drawn.
